Accessibility

The Paramedic Foundation (TPF) intends this website to be usable by everyone. That includes people who move around a page by keyboard, use a screen reader or magnifier, or rely on adjusted color and text settings.

Standard applied

paramedicfoundation.org is built and assessed against the Web Content Accessibility Guidelines (WCAG) 2.2, Level AA. The World Wide Web Consortium publishes them at w3.org/TR/WCAG22. The site is assessed against version 2.2 rather than 2.1. Version 2.2 adds criteria for keeping the focused item visible behind fixed parts of the page, for pointer target size, for dragging movements and for consistent help.

Conformance

TPF assesses the site as substantially conformant with WCAG 2.2 Level AA. Substantially conformant means the site meets the standard in the areas assessed, with the known limitations recorded below. TPF does not claim full conformance across every page, because parts of the site carry large legacy document collections that have not each been individually verified.

What has been assessed, and when

A full assessment of the site theme and its interactive components was completed in August 2026. It covered color contrast for text and user interface components, keyboard use and visible focus, pointer target size, heading structure, the coding of page landmarks and forms, motion preferences, and behavior behind the fixed page header. Contrast ratios are computed, not estimated.

On September 27, 2026, every published page was re-tested with the automated checker axe-core 4.10.2. The check found failures on six pages, and each has since been corrected. The failures were text contrast in the staffing calculator, the publications feed, the document library and one button on the innovative care page; staffing calculator form controls without accessible names; a second main heading inside the calculator; a link color on the AI documentation page; and link spacing on the International Roundtable page. After the corrections, the checker reported no failures on any page.

On October 5 and 6, 2026, every published page was re-tested with axe-core 4.10.2. The pages revised on October 6 were tested again after publication. The checker reported no failures. The same pass fixed several problems. Link spacing was below the 24-pixel target size in the footer, the publications source rows and the capabilities link rows. A focus indicator in the home page banner was below 3:1. Three elements had labels but no role, and those labels were corrected. The innovative care page scrolled sideways at phone width.

On October 5, 2026, a keyboard-only check went through one page in full. It found no missing focus indicator, no positive tab order and no focused element hidden behind the fixed header. That check did not cover the mobile menu and submenus. On October 6, 2026, the menu scripts were tested at phone width with scripted key presses. The menu button and each submenu report whether they are open. Escape closes one level at a time and returns focus to the control that opened it.

The same day, the contrast of every text color on the team page was computed against its background, including the section colors outside the brand palette. Each pairing meets the standard. The lowest is 4.31:1, for large heading text. The subscriber count on the newsletter button was corrected to 4.94:1. The staffing calculator was also scanned with each optional panel open. That scan found form controls without accessible names, text below 4.5:1, and a comparison table that keyboard users could not scroll. The desktop menu panels also showed a focus indicator at 1.40:1. Each problem was corrected on October 8, 2026. A repeat scan of every calculator panel found no failures.

The assessment is repeated whenever the site theme changes materially, and it is reviewed at least once a year.

Known limitations

Documents in the reference library and the historical archive include third-party material, some of it scanned. TPF does not control how accessible that material is and has not remediated each document individually. Not every video and audio recording in the community paramedicine archive has captions or a transcript. The staffing calculator’s form controls were corrected on September 27, 2026, and have not yet been re-tested with a screen reader. Zeffy provides the donation form and MailerLite provides the newsletter signup form. Those providers govern the accessibility of their forms. If a document, recording or form presents a barrier to you, TPF will supply the content, or take your request, another way.

Assistive technology and browsers

The site is built to work with current versions of common browsers and assistive technologies. It needs no plug-in. Content works without JavaScript, except the staffing calculator, an interactive tool built in JavaScript.

Reporting a barrier

If any part of this site keeps you from information you need, tell TPF and it will be addressed. Write to [email protected] with the page address and a description of the problem, or use the contact form. TPF responds to accessibility reports within two business days and will say what it can fix and by when. If the content is in a document TPF cannot quickly remediate, TPF will provide that content another way in the meantime.

Procurement context

TPF delivers work under federal and state awards. Where a client imposes an accessibility requirement of its own, including Section 508 of the Rehabilitation Act or a state equivalent, that requirement governs the deliverables produced under it, and the applicable standard is recorded in the deliverable.
