How TPF works with new clients
Most engagements begin with a single conversation. A message of a few sentences is enough: the organization, the state, and what it is facing or trying to accomplish. It does not need to be framed as a formal inquiry.
TPF asks a few questions and says plainly what it can and cannot do. Where the work is a fit, TPF scopes the engagement: the questions to be answered, the data available, the form of the deliverable, and a realistic timeline and budget. TPF responds to every message within two business days.

What TPF works on
TPF’s work includes EMS system evaluation and sustainability planning; community paramedicine program design; mobile integrated healthcare implementation; treatment in place and transport to alternate destination feasibility and legislative strategy; governance design for regional advisory bodies; essential service designation and policy development; workforce analysis and retention frameworks; Rural Health Transformation Program planning, implementation support, technical assistance and program evaluation; austere and wilderness care consulting, training and protocol development; and free financial modeling tools for rural EMS agencies.
Austere and wilderness care spans wilderness EMS and search and rescue, event and expedition medicine, and tactical and disaster medicine. Work that does not fit one of these categories is still worth raising. Some of TPF’s most productive engagements began as conversations that did not fit a template.

How much does it cost to work with The Paramedic Foundation?
Initial consultations are always free and without obligation. Engagement fees are scoped to the specific work and system. TPF is a Minnesota nonprofit corporation and a tax-exempt charity under Section 501(c)(3) of the Internal Revenue Code, and fees support the mission. Most clients send a short message, TPF responds within two business days, and scope and budget are discussed only after both parties confirm the fit.
How quickly can TPF engage on a project?
TPF responds to all inquiries within two business days. For time-sensitive situations, such as RHTP application windows, legislative sessions, or procurement deadlines, flag that in your message. Active engagements can typically begin within two to four weeks of a signed agreement, depending on scope.
What states and regions does TPF work in?
TPF’s work is nationwide. Current and recent engagements include Ohio (since 2016), Nebraska (2019 to 2026, and a Rural Health Transformation Program contract since August 2026), and Alaska (Matanuska-Susitna Borough, underway). Earlier work includes Wyoming (2018 to 2024) and consulting, stakeholder engagement, and technical assistance in South Carolina, Georgia, Wisconsin, Indiana, Vermont, and other states. International work through the IRCP includes more than 20 countries.
Does TPF only work on large state-level contracts?
No. TPF engages in focused single-deliverable work: a feasibility analysis, a governance framework, a legislative bill review, a financial model, or a community paramedicine program design for a single county or regional advisory body. The size of the engagement does not determine fit. The nature of the problem does.
