TPF’s work extends beyond direct consulting engagements. TPF has co-founded organizations, provided startup funding, staffed initiatives, and maintains active working relationships with partner organizations whose missions align with TPF’s own.
Organizations TPF founded or funded
The IRCP is the leading international forum for practitioners, researchers, and policymakers advancing community paramedicine and Second Generation Paramedic practice across Anglo-American systems. TPF principals co-founded the IRCP in 2005 and continue to provide organizational leadership. The 2026 meeting is scheduled for Regensburg, Germany.
Learn about IRCP on this site →International Paramedic is the coordinating platform for the Paramedic G5 — the informal alliance of the five Anglo-American paramedic jurisdictions (U.S., Canada, U.K., Ireland, and Australia/NZ). Gary Wingrove convenes the G5 Meeting and serves on the Steering Committee. The site carries affiliated organization links, background documents, and international resources that directly inform TPF’s governance work.
Nick Nudell founded the American Paramedic Association in 2019 as the first U.S. membership organization organized around the individual practitioner rather than the agency. Nick led the APA through 2024, when its professionalization mission advanced into the American College of Paramedics, which Nick currently chairs. The ACP continues that work at the legislative and regulatory level alongside TPF’s EMS policy services.

CommunityParamedic.org is a TPF-produced community education and curriculum resource built before community paramedicine had widespread legislative recognition in most states. The site carries curriculum resources, community education content, and program design guidance developed by TPF principals, including work that supported California’s 12 original community paramedic pilot sites. It operates with its own brand identity and TPF is working toward formal subsidiary designation.

The Paramedic Network delivers training and education in hybrid environments, advancing clinical and professional competency for paramedics and EMS systems. TPF principals contribute to its education and curriculum work, and the organization shares many of the institutional relationships that anchor TPF’s consulting practice.
UCLA & California CP Pilot Sites
TPF principals partnered with UCLA in developing and delivering the community paramedicine course across all 12 California Community Paramedic pilot sites. The engagement included developing the student selection guidance framework and contributing to statewide program evaluation methodology.

TPF principals partnered with Paramedic Health Solutions in developing the Community Paramedic Technician curriculum and operating Mobile CE, a continuing education platform for paramedics. These partnerships reflect TPF’s commitment to practitioner-level education as a governance and professionalization tool.

Hoffman (UC Davis) to advance the health and safety of ultra-endurance athletes through peer-reviewed research and knowledge dissemination. Nick’s published work spans Sports Medicine, the British Paramedic Journal, and the NAEMSP Newsletter, drawing on his prehospital clinical background and his own experience as an ultra-distance trail runner. UESSM addresses the knowledge and evidence side of ultra-endurance athlete safety; the field operational side is the Ultra Medical Team.

The Ultra Medical Team is a TPF operational initiative providing evidence-based field medical support, volunteer oversight, equipment standards, and protocol frameworks for ultra-endurance sporting events. Where UESSM generates the research, the Ultra Medical Team applies it on the ground — in resource-limited, high-exertion environments where conventional emergency medical infrastructure is absent or inadequate. The Ultra Medical Team is currently paused and is actively looking for event and organizational partners to support its reactivation.

What is the International Roundtable on Community Paramedicine?
The International Roundtable on Community Paramedicine (IRCP) is the world’s leading annual forum for practitioners, researchers, and policymakers advancing community paramedicine and Second Generation Paramedic practice. It was co-founded by Gary Wingrove and TPF principals in Halifax, Nova Scotia in 2005 and is administered by The Paramedic Foundation. The 22nd Forum is scheduled for Regensburg, Germany in October 2026. More than 20 countries have been represented in IRCP meeting history.

TPF principals founded or co-founded the International Roundtable on Community Paramedicine (2005), International Paramedic (the Paramedic G5 coordinating platform), and the American College of Paramedics (2019, through the American Paramedic Association). This is a founding-level relationship — TPF did not consult to the field, it built the international forums that defined how community paramedicine developed globally.
What is the Second Generation Paramedic (G2P) framework?
The Second Generation Paramedic (G2P) framework, developed through the IRCP, describes paramedics practicing in expanded roles outside the traditional emergency response and transport model. G2Ps apply their training and skills in community-based environments — providing services through integrated care delivery networks with enhanced protocols. The G2P framework has informed community paramedicine legislation and scope-of-practice design in multiple jurisdictions across the U.S., Canada, Australia, the U.K., and Ireland.
