This archive brings together documents that practitioners, researchers, policymakers, and international partners produced and shared over more than two decades as the fields of community paramedicine and rural prehospital care were taking shape. It is preserved here as a freely accessible historical record of the field.

A historical record of a field being built in real time

The documents in this archive were produced by EMS agencies, state offices, academic researchers, government bodies, and international organizations across more than two decades. They were shared at conferences, circulated among practitioners, and exchanged across borders as the fields of community paramedicine and rural prehospital care were developing. TPF has served as a convener and clearinghouse for much of this material — collecting, indexing, and preserving it so that the history of the field remains accessible.

TPF does not claim authorship of the documents in this archive unless explicitly indicated. Documents are the work of their original authors and organizations. They are made available here as historical reference material, in the spirit in which they were originally shared: across jurisdictions and professional boundaries, for the advancement of the field.

Archive framework and copyright

This archive operates as a non-profit digital preservation resource under the following framework:

  • 17 USC 108 (US library and archive exemption). As a non-profit educational archive, TPF relies on Section 108 of the US Copyright Act, which permits libraries and archives to reproduce and distribute copies of works for preservation and scholarly research purposes, without purpose of direct or indirect commercial advantage.
  • Fair use and fair dealing. Documents are provided solely for educational, research, and professional reference purposes — non-commercial, transformative through indexing and contextualization, and targeted at practitioners and researchers. Applicable fair use provisions (17 USC 107) and international fair dealing provisions are cited where relevant.
  • Crown Copyright. Documents produced by government bodies in the United Kingdom, Canada, Australia, and New Zealand are subject to Crown Copyright in their respective jurisdictions. Where applicable, UK Crown Copyright material is reproduced under the Open Government Licence. Canadian, Australian, and New Zealand Crown Copyright material is included for non-commercial educational reference. Each document card identifies its jurisdictional copyright status.
  • US federal works. Works produced by US federal agencies (NHTSA, CMS, HRSA, AHRQ, and others) are not subject to copyright under 17 USC 105 and are in the public domain.
  • Orphan works. A small number of documents in this archive are orphan works — works whose rights holder cannot be identified or located after reasonable effort. These are included as historical reference and clearly labeled. TPF commits to respond to any rights-holder contact within 14 business days and to remove or restrict access to any document upon verified request.

TPF will acknowledge receipt within 5 business days and complete the requested action or provide a written response within 14 business days. Documents subject to a pending takedown request will be marked as restricted pending resolution.
